The name of  the Ministry of Human Resource Development  has changed to the  Ministry of Education. Background The need for a new education policy was first felt in 1964. It was the time when Congress MP Siddheshwar Prashad criticised the government for lacking a vision and philosophy for education. The same year an  Education commission  consisting of 17 members, headed by UGC Chairperson  D S Kothari , was formed to draft a national and coordinated policy on education.
